Proposed Ordinance: 2026-0235
METROPOLITAN KING COUNTY COUNCIL
NOTICE OF PUBLIC HEARING
Proposed Ordinance 2026-0235
2026 King County Comprehensive Plan Update
NOTICE IS HEREBY GIVEN, that the Metropolitan King County Council will hold a public hearing on December 1, 2026, at 1:30 pm to consider adoption of Proposed Ordinance 2026-0235, an ordinance related to comprehensive planning and development regulations, adopting the 2026 annual update to the 2024 King County Comprehensive Plan.
LOCATION: King County Courthouse, 516 3rd Avenue, Room 1001, Seattle; remote public testimony on Zoom will also be accepted.
HOW TO COMMENT: Written comment will be accepted from 9 am on October 30, 2026, through 10 am on December 1, 2026, by sending written comments to clerk.council@kingcounty.gov. Please include the legislation number in the subject line.
SUMMARY: It is expected that the Council will take action on this Proposed Ordinance at the December 1, 2026, meeting.
Proposed Ordinance 2026-0235 would amend the Comprehensive Plan and King County Code to establish criteria and procedures for technical land use map amendments, consistent with proposed Countywide Planning Policy changes in Proposed Ordinance 2026-0234. Technical amendments could address mapping discrepancies, buildings or parcels split by the Urban Growth Area boundary, boundary alignment with rights-of-way or similar features, urban-serving infrastructure existing before January 1, 2027, and similar technical issues. They could not be made to increase housing or employment growth.
The ordinance would also make a technical map amendment to adjust the Urban Growth Area boundary near the City of Black Diamond to follow the southern and western edges of portions of an unopened, undesignated County right-of-way currently bisected by the boundary in multiple places. The change would add approximately 1.64 acres to the Urban Growth Area.
FINAL CONSIDERATION: The Council will review the Proposed Ordinance and any recommendations of the Local Services and Land Use Committee.
Councilmembers may offer amendments for consideration by the Council, including but not limited to amendments relating to topics discussed at committee. Anyone interested should testify and make their views known at the public hearing on December 1, 2026, or provide written comments prior to the hearing.
