NOTICE OF PUBLIC HEARING
Proposed Ordinance 2026-0242
Ordinance 20137 declared King County's intent to conduct a public hearing regarding whether to assume rights, powers, immunities, functions, and obligations of the King County Transportation District (KCTD).
Proposed Ordinance 2026-0242 would assume governance of the KCTD; amend Ordinance 11955, Section 5, as amended, and K.C.C. 2.16.055 and add a new chapter to K.C.C. Title 2.
NOTICE IS HEREBY GIVEN, that the Metropolitan King County Council will hold a public hearing on October 20, 2026, at 1:30 pm to consider adoption of Proposed Ordinance 2026-0242, an ordinance that would:
- Assume all rights, powers, functions and obligations of the KCTD into King County.
- Abolish the KCTD Board of Supervisors.
- Readopt and ratify Resolutions previously enacted by the KCTD.
- Reiterate the Executive’s intent to submit a proposed Implementation Plan for the KCTD’s 2026 roads funding measure to the Council by October 1, 2026, as a report.
- Make the Department of Local Services responsible for administering the City Transportation Improvement Program (CTIP) in the KCTD’s roads funding measure.
LOCATION: King County Courthouse, 516 3rd Avenue, Room 1001, Seattle; remote public testimony on Zoom will also be accepted.
HOW TO COMMENT: Written comment will be accepted from 9 am on October 6, 2026, through 10 am on October 20, 2026, by sending written comments to clerk.council@kingcounty.gov. Please include the legislation number in the subject line.
SUMMARY: It is expected that the Council will take action on this Proposed Ordinance at the October 20, 2026, meeting, though the public hearing may be continued for up to 60 days if the Council is not prepared to take action on October 20, 2026.
Washington State law (RCW 36.73) allows cities and counties to establish local Transportation Benefit Districts (TBDs), independent governments that fund and implement transportation improvements. In 2014, King County created a TBD called the King Couty Transportation District (KCTD) (Ordinance 17746).
In June 2026, the KCTD Board approved a 10-year roads funding measure (Resolution TD2026-01). Following that action, the KCTD must either be assumed into King County or take the necessary administrative steps to accept and manage revenues from the funding measure as an independent governmental entity.
State law allows cities or counties to assume the rights and responsibilities of local TBDs (RCW 36.74). As required by State law, the Council adopted Ordinance20137 stating King County’s intent to conduct a public hearing regarding whether to assume the rights, powers, immunities, functions, and obligations of the KCTD into King County.
Following the public hearing, the Council will take up Proposed Ordinance 2026-0242, which would effectuate the assumption of the KCTD into King County. As noted, the public hearing could be continued for up to 60 days if the Council is not prepared to take action on October 20, 2026.
FINAL CONSIDERATION: During the Council’s deliberations on Proposed Ordinance 2026-0242. Councilmembers may offer amendments to legislation for consideration by the Council, including topics related to oversight, reporting, administration of the use of the sales and use tax proceeds, or any topic discussed during the review of the subject legislation. Anyone interested in the issues raised on the pieces of legislation should testify and make their views known at the public hearing on October 20, 2026.
