Federal Disadvantaged Business Enterprise (DBE) Program

On October 3, 2025, the U.S. Department of Transportation (DOT) issued an Interim Final Rule (IFR) regarding the certification of Disadvantaged Business Enterprises (DBE) and Airport Concessionaire Disadvantaged Business Enterprises (ACDBE) for federal programs. The IFR is effective immediately.

The IFR eliminates the presumption that minority- and women-owned businesses are inherently socially and economically disadvantaged. All businesses currently certified as DBE or ACDBE for federal programs must now undergo reevaluation and submit a written personal narrative, with supporting documentation, demonstrating the owner’s social and economic disadvantage. New certifications will also require an individual demonstration of social and economic disadvantage.

E-Procurement Alert

King County's E-Procurement Supplier Portal will soon require Multifactor Authentication, or MFA. This change may happen as soon as May 23, 2026. This added verification step helps protect your account and company information.

What to expect:

  • When signing in, you will be prompted to verify your identity using a second method such as a code sent to your phone, email, or an authenticator app.
  • Your access to the Supplier Portal and its features will remain the same once MFA is set up.
  • MFA setup instructions and support will be provided by King County Procurement & Payables to help make the transition as smooth as possible.

Register to do business with us

All suppliers interested in competing for King County contracts must be registered in King County's E-Procurement Supplier Portal, and all bids and proposals must be submitted through there.
