Board for Developmental Disabilities

The Board for Developmental Disabilities is a 9 to 15-member citizen advisory board who provides input on services and supports for people with developmental disabilities and delays, and their families. The role of the Board is defined in Revised Code of Washington 71A.14.020, County Developmental Disabilities Boards - Composition-ExpensesBoard members include self-advocates, family members, professionals and interested citizens. Members share an interest in improving services and quality of life for people with intellectual and developmental disabilities (I/DD).

Devony Boyle, Council District 2, Term expires 9/30/2025

Ms. Boyle a leadership coach specializing in ADHD, leverages her Human Resource background to champion improved services for people with developmental disabilities. Her unique blend of expertise empowers individuals and advocates for systemic change. Contact:  DevDis11@kingcounty.gov

Joe Cunningham, Council District 1, Term expires 9/30/2026

Mr. Cunningham has extensive professional and volunteer experience advocating for the needs of people with disabilities. Joe has been a member of several boards and commissions focusing on meeting the needs of children and families. He will bring a wealth of knowledge about the developmental disabilities field to the board.  Contact: DevDis10@kingcounty.gov

Laura Musso Escude, Council District 1, Term expires 9/30/2027

Ms. Escude is an WSDOT Engineer who advocates for her daughter and has benefited from family support services to navigate developmental disabilities resources and services. She wants to give back to the Hispanic community through outreach and advocacy for change.  Contact: DevDis4@kingcounty.gov

Brandon Graham, Council District 6, Term expires 9/30/2025

Mr. Graham is very familiar with challenges and has a desire to bring his unique perspective to the Board to help change policies and improve services for people with disabilities. Contact: DevDis3kingcounty.gov

Amanda Knott, Council District 7, Term expires 9/30/2025

Ms. Knott will use her insight, experience, and compassion to do the work to help improve services for individuals with intellectual and developmental disabilities and their families from multiple perspectives. Contact: DevDis8@kingcounty.gov

Molly McCoy, Council District 8, Term expires 9/30/2025

Ms. McCoy is a parent of a child with a disability who has personal experience navigating resources and supports for basic services and an enhanced quality of life. She is a Certified Prosthetist/Orthotist with 23 years of experience as a healthcare provider working extensively with Medicare & Medicaid as well as a landlord who works with KCHA and specializes in providing supportive compassionate housing for adults with Intellectual and Developmental Delays. She looks forward to hearing from community members across the county through her board work. Contact: DevDis9@kingcounty.gov 

Radhe Morgan, Council District 4, Term expires 9/30/2026

Ms. Morgan is a licensed certified Behavior Technician who supports teens and young adults on the Autism and Attention-Deficit/Hyperactivity Disorder spectrum by administering individualized treatment plans across home, school, and community settings. Her aim is to provide ethical and neuro-affirming applied behavior analysis services that prioritize client independence and self-advocacy. Her multicultural background further propels her mission in her practice and her additional efforts, spanning across neurodivergent activism, anti-ableist reform and educational outreach. As a board member, activist, and graduate-level researcher she is committed to empowering underrepresented groups by supporting the on-going fight toward a culture of inclusivity. Contact: DevDis15@kingcounty.gov 

CeCe Stovall, Council District 5, Term expires 9/30/2026

Ms. Stovall understands the importance of advocating for resources on behalf of persons with developmental limitations to improve their quality of life. Contact: DevDis13@kingcounty.gov

The Board is currently recruiting members who are:

  1. Persons with a developmental disability;
  2. Parents of young children with developmental delays or disabilities; and
  3. Black, Indigenous and People of Color.

Immediate language interpretation is available in more than 155 languages. Call 2-1-1 or 1-800-621-4636 Monday-Friday, 8am-6pm

Washington Relay 711: A person with a hearing loss or speech disability with specialized telecommunication equipment or a person using a standard phone may initiate a call through Washington Relay. Dial 711 to connect with a Communication Assistant, who will dial the requested number and relay the conversation between the two callers.
